Failing to put up the railing *might* be grounds for a lawsuit, but you would only be able to recover any financial costs you incurred as a result of the injury. If this is being covered by insurance, you have no damages to claim.

I think you overuse the word 'that' and in one place, it would be better replaced with 'the':

Proper estate planning important, experts say
Where there's a will, there's a way to ease the financial anxiety that may accompany the passing of a loved one.
So say estate planning professionals in connection with this week's National Estate Planning Awareness Week.
"At the very least everybody ought to have a will," said Floyd Miller, a financial adviser with FSC Securities.
Proper insurance to pay taxes also could be important, depending on the value of the decedent's estate, he said.
"Having a will is probably the very most important thing to have to at least get the ball rolling" in estate planning, said Glynn Walker, an insurance man and financial planner.
"I encourage everybody to have a will, to have a durable power of attorney, a medical power of attorney and an advance directive or directive to physicians — sometimes called a living will," said attorney Matt Mercer, who deals with estates and wills.
A durable power of attorney confers authority on a designated person to make decisions on financial matters for another who becomes disabled or incapacitated. A medical power of attorney similarly confers authority on a designated agent to make medical decisions for another. An advance directive is written instructions regarding an individual's medical care preferences in the event a disability prevents that person from voicing his preferences.

Seniors will suffer from mobility problems due to arthritis, Parkinson’s disease, and other diseases that cause painful joints and muscles. Not only are diseases the culprit because sure medications such as: laxatives, antidepressants, and sedatives also sway their sense of balance more than the younger generations.
When the sense of balance is impaired in any way, what happens is that a man becomes more prone to falls. For the younger generation who has stronger bones, uncomplicated falls are not something to be afraid of but for the seniors ‘ independence in the sense that they will be free of needing assistance from others when they try to stand or walk.
This means that the user will have an increased belief to do many of their usual activities such as shopping, walks at the park for exercise, watching movies and many of the things that they used to do. The attractiveness of using walkers that have wheels is the fact that the wheels allow for a wider range of walking especially those from the 4 wheel walker.
